The SEE Beyond Ministerial Leadership Dialogue 2024 focuses on the opportunities and barriers related to digital innovation, the importance of investing in building strong digital infrastructure and the challenges that must be addressed to facilitate effective digital collaboration across South East Europe. The SEE Beyond Ministerial Leadership Dialogue 2024 will also focus on the first structured dialogue on global digital challenges between South East Europe and the countries of the Global South.

Anne Blickhan
Anne Blickhan is Consultant at Agora Strategy, a strategic consultancy specialized on geopolitics based in Germany. She advises international clients from the governmental and private sector, translating geopolitical challenges and political development into actionable strategies. Her thematic focus lays in emerging technologies, AI and cybersecurity. Among others, she is a project lead of the Charter of Trust, an initiative of several major international companies working together on better cybersecurity in supply chains, risk assessment, AI and quantum technologies. She previously worked in the EU institutions, think tanks and research institutes. Anne studied internal relations and international law in Spain, France, Canada, and Germany.
Jovan Ratkovic
Jovan Ratkovic has been Senior Fellow of Agora Strategy Institute, based in Brussels, since 2017. Previously, Mr. Ratković served as Foreign Policy Adviser to the President of Serbia (2004-2012), Adviser to the Minister of Defence of Serbia and Montenegro (2003-2004) and National Coordinator of Serbia and Montenegro for the Stability Pact for Southeastern Europe (2001-2003). Before joining Serbian administration, Mr. Ratkovic was active in pro-democracy movement of Serbia as co-founder of Otpor! (Resistance!) youth movement, that played vital role in restoring democracy in Serbia in 2000.
Since 2019. Jovan has been member of the organising team of the series of high-level Balkan Dialogues events, held twice a year in different Western Balkans and European Union capitals (Belgrade, Berlin, Tirana, Paris, Skopje, Pristina, Podgorica, Sarajevo).
Environmental Sciences Graduate of the University of East Anglia (UEA) in Norwich, UK, Ratkovic is also alumnus of the Bucerius School of Global Governance (BSS) in Hamburg, Munich Security Conference Young Leaders Programme (MYL) and Japan International Visitor Leadership Programme.
